Valenar
Valenar rose from land that once belonged to Cyre. During the Last War, Cyre hired mercenaries from Aerenal—elves of a warrior tradition known as the valaes taern. These were horse-riding nomads who followed their own path apart from the Aereni's customs. In 956 YK, they turned on the Cyran crown, seizing control of the region. They claimed ancient ties to the land, asserting that their ancestors settled it in the distant past, giving them claim to the territory.
Now the land is called Valenar. The elf warriors rule it, while much of the surviving population lives under conditions like unto serfdom. Though Valenar signed the Treaty of Thronehold, their behavior since shows that was a false promise. They continue to carry out swift, mobile raids into Talenta and Karrnath, refusing to let the war truly end.
Valenar culture is built around the worship of ancestral warriors and the pursuit of glory through combat. Among all the war powers of Khorvaire, it's the Valenar who never stopped waging the Last War.
